20 Inch Digital Photo Frame

I need some editing advice on a document. My grandmothers first communion from many years ago. Please help.?
I need some advice. Our family has this document which I would love to have a copy. The problem is it is in a permanent frame and we do not want to take it out. It is in a 16 inch by 20 inch frame and my grandmother First Communion document is approx. 11 1/2 by 15 1/2 I took some photos of it in the frame with a digital camera. Could I take it to Kinkos or Fed Ex or somewhere on a floppy or a CD and they could help me with it to make a good copy? Thanks for whatever you may suggest. Our family truly appreciates it.
Three ways I can think of to do this.
1: Do it yourself. The GIMP is a very good program but difficult to learn.
Two other free options are these.
Photofiltre or PhotoPlus 6

You would need some practice and a printer.
Save your original copy as a tiff or bmp file and only work on the copy.
Safest way if you mess it up. If the photo contains the frame as well you would at least need to crop out the frame.
2: As I’m in Australia I’m not familiar with the two companies you mention.
I would suggest you go to a professional graphics studio and ask their advice. It possibly won’t come cheap but memories don’t have a price do they?
3: You could e-mail a copy to me. I’m retired, had quite a bit of practice repairing and editing photos and have a lot of time on my hands.
